Underage Drinking Prevention Education Project

BuzzKill – Serve Under 21 and the Party’s Over

With VAHPERD support, the RVABuzzKill – Serve Under 21 and the Party’s Over campaign was jointly launched in 2015 by VACLEA and campus law enforcement at...Campaign materials were adapted with permission from the Ohio Drug Free Action Alliance. In the fall of 2016, a revamped version of the campaign “BuzzKill - Alcohol Under 21, Your Party’s Over” was implemented by VACLEA, Christopher Newport University, Norfolk State University, Tidewater Community Colleges, Hampton University, and VCU.

The core strategy of the RVA BuzzKill campaign was heavy engagement of campus law enforcement in prevention education for students. The following components extend this strategy:

  • underage drinking prevention advertising on University of Richmond campus buses, and on GRTC buses running on Broad street and through the VCU campus;
  • posters with the logos of all participating campus and local police agencies being posted in residence halls and campus buildings;
  • radio PSAs;
  • window cling signage for campus vehicles;
  • prevention tip card dissemination;
  • parent information; and
  • social media messaging.

This page contains radio messages and images from the campaign. The Virginia Association of Campus Law Enforcement Administrators sponsored the joint planning of area campus law enforcement to determine their approach to prevent underage drinking and impaired driving as part of a Virginia Department of Motor Vehicles grant. Funding for campaign materials and media was provided by the  Virginia Association for Health, Physical Education, Recreation and Dance media education grant from the Virginia Department of Behavioral Health and the VCU Center for School Community Engagement.

These posters educate students about the negative consequences that underage drinking can have related to athletics, sexual assault, motor vehicle and other injuries, academic and career success, and underscore the responsibilities of social hosts.

  • VCU Police – RVA Buzzkill – Off Campus Liability (MP3)
    Script: I’m VCU Police Chief John Venuti. Richmond campus and police agencies and RVA Buzzkill remind you that if you live off campus, you are responsible for the results of underage drinking on your property. If you’re renting a house – or an apartment – you can be held liable for underage drinkers who hurt themselves, hurt others or damage property. If someone is going to drink at your place, they need to be 21. RVA Buzzkill – Serve under 21 and the party’s over.
  • VCU Police – RVA Buzzkill – Professional License (MP3)
    Script: Working hard in college is the foundation for your career. Make your professional goals a reality by avoiding alcohol-related violations. I’m VCU Police Chief John Venuti. Richmond campus and police agencies and RVA Buzzkill remind you that if you break the law, you could be denied a professional license in your chosen profession – especially in the fields of health care, criminal justice and education. RVA Buzzkill – Serve under 21 and the party’s over.
  • VCU Police – RVA Buzzkill – Sexual Assault (MP3)
    Script: Did you know that 90% of rapes in college involve alcohol use? I’m VCU Police Chief John Venuti. Richmond campus and police agencies and RVA Buzzkill want you to know that if a partner says yes to sex while under the influence of alcohol, legally, consent has not been given. Being intoxicated yourself is not a legal defense for sexual assault. RVA Buzzkill – Serve under 21 and the party’s over.
